HIGH, LOW TAX STATES IN 1999   According to the US Census Bureau, the three states with the lowest state tax rates are New Hampshire ($851), South Dakota ($1,129), and Texas ($1,246).  The states with the highest state tax rates are Connecticut ($2,869), Delaware ($2,665) and Hawaii ($2,662).
