COST OF DOING BUSINESS     Regional Financial Associates Inc., a Pennsylvania consulting firm, recently published a study in the May, 1999 issue of Governing magazine ranking South Dakota the lowest state in the nation for Cost of Doing Business in 1999.  The ranking is based on labor costs, tax burden, and energy costs; and South Dakota ranked well below the national average in each of these categories.
